With reference to your letter No.225 P/ Hongrong 399 of the 19th July, 1923, I am directed to forward for your information a copy of a minute by the Captain Superintendent of Police on the subject of the medical fitness of Mr. Dowling together with a copy of the report by the Medical Officer who examined him on arrival in the Colony.

I am to request you to be so good as to obtain a report on this case from the medical officer who examined him in England,
